For people living with disability, their families, and their supporters.
WHY ARE THINGS CHANGING?
The Australian Government wants to change how the NDIS works.
They say the NDIS needs stronger rules so funding is used fairly and plans can continue to work well in the future.
This means that some rules, supports, and processes will change over the next few years.
WHAT ARE THE BIG CHANGES?
ENTERING AND STAYING ON THE NDIS
- The number of people on the NDIS is planned to reduce over time.
- Entry rules will be tighter, especially for people with lower support needs.
- From 2028, people may be rechecked for eligibility when their plan renews.
YOUR NDIS PLAN
- It will be harder for you to get an early (unscheduled) plan review.
- Unused funding will not carry over to your next plan.
- Some types of funding, including Social and Community Participation, may be reduced.
SERVICES AND PROVIDERS
- Some supports (like personal care, daily living supports, and Supported Independent Living) must be provided by registered providers.
- Support Coordination, Plan Management, and Supported Independent Living will move to government‑selected panels. This new process is called ‘commissioning’.
- New digital systems will track payments.
WHAT DOES THIS MEAN FOR YOU?
- Clearly explain how your disability affects your everyday life.
- Show how your supports help you stay safe, healthy, and included in the community.
- Use all your plan funding during the year (unused funding will not carry over to your next plan).
- Be ready for funding changes when your plan is reviewed or renewed.

It is okay to ask for help to understand these changes.
IMPORTANT TO REMEMBER
- The changes are happening slowly over several years.
- Not everyone will be affected by changes at the same time.
- More details will be shared as changes are rolled out.
- Staying informed helps you stay in control.
